ECUADOR HISTORICAL MEMORY 2022-04-15. QUITO. PICHINCHA. 1992. In Ecuador in 1992, with the arrival to the presidency of Sixto Durán Ballén, one of the most corrupt presidents and who started the social and political crisis in Ecuador, the social movements and unions of the public system, decided for the proposals to privatize the Security Social or IESS and the sale of public companies.
